In his first speech to the senate, composed by Seneca, Nero promised that the Senate would exercise its handed-down functions, that there would no treason trials and the freedmen would be controlled, that he would not conduct all the judicial business as Claudius had make and that he would model his leadership on that of Augustus. According to Suetonius Nero never missed an opportunity of being generous or gentle or of showing how affable he was.
